UGI Electric Phase IV Energy Efficiency Plan

GEEG served as the portfolio consultant for UGI Utilities - Electric Division for the design and regulatory support of Phase IV of their Electric Demand Side Management (DSM) and the Pennsylvania Public Utility Commission (PA PUC) officially approved the plan on April 25, 2024.

The GEEG team performed multiple functions as part as advisors to UGI Electric. First, the GEEG team performed an analysis of the performance of the prior phases of the DSM portfolio. The results of this analysis were used to build program and process improvements to streamline the program designs into the new 5-year $8.5 Million plan. As part of the new plan, GEEG performed market potential and cost-effectiveness screening for existing and new measures to be added to the improved program designs. The final step of the plan development as to calculate complete performance projections and budget levels to maintain cost effectiveness while having the ability to implement a successful portfolio. In total the 5-year $8.5 Million plan has a Total Resource Cost (TRC) Benefit to Cost Ratio (BCR) of 2.43 and will save 23,109,043 kWh of electricity during the 5-years of the plan.  

Once the plan was designed, GEEG assisted UGI through the entire regulatory process to gain PA PUC approval. GEEG Partner Theo Love provided expert testimony on the plan design and why the plan should be implemented as part of the regulatory filing package. Following the initial filing, GEEG filed multiple rounds of rebuttal and surrebuttal comments, and assisted UGI in the settlement negotiation process.
